Gov. Mario Pataki has been on TV on the Fox News Channel, 4/1/00, and said that his gun control plan will save lives.  I can not figure out how.
Date sent:        Tue., 11 Apr 2000 09:54:27 -0400
From:             NYSRPA <nysrpa@albany.net>

The below article appeared in today's Albany Times Union. It implies NY Sportsmen are defeated and the Governors gun proposals will become law because Pataki has cut a deal with Silver.  It also says we are the most gun-regulated state outside of California, and implies a few more laws is no big deal.

I resent the overall tone of the article and the lack of information.  Why no mention of the letter, telephone and e-mail campaign that is taking place.  Why no mention of the fight that took place in the NY Senate last week?  Why no quotes from Bruno or any politician in opposition, did he try to get a quote?

Is this article designed to have us give up the fight?  I think the answer is YES.  No Mr. LeBrun I will not get over it.

If you have not yet contacted your state legislature, this should be a wakeup call.  Time is running out.

State is aiming at more gun control

Albany Outdoor Sports writer Fred LeBrun says "Make no mistake, sportsmen, there will be additional state gun control legislation passed this year. Just wanting the issue to go away won't work."

"I don't see a big problem with the governor's much-discussed five-point plan. The package, aimed at the purchase of new handguns, seems relatively benign in terms of impacting on safety-conscious gun owners, which is to say, offering very little impact at all. Granted, there are many sportsmen and gun owners who resent on principle any further regulations in New York, since we already are the most gun-regulated state outside of California. Well, all I can say is, get over it."

"Rumors are that George Pataki, the Republican governor, and Democratic Assembly Speaker Sheldon Silver have struck a deal over Pataki's gun-control plan that is linked to budget passage."

Tom King, legislative liaison for the New York Rifle and Pistol Association and spokesman for a coalition of state sporting clubs and gun-rights groups formed to monitor the gun debate, is tracking the bills involved. One in particular -- A10184 -- addresses the hot topic of locking devices and safe storage.

He says his organizations could live with this one, although unfortunately, it's offered by the Assembly minority. But, says King, some Democrats looking for compromise have expressed growing interest. "What we like about it (is that it) doesn't place any more restrictions on gun owners, just stresses their existing liabilities and responsibilities,'' says King.

Orange County Republicans to have open meetings.

John S. Hicks, the Orange County Republican Chairman, is holding some "Chairman’s Round table Forum," discussions. The date for the next one is April 18th, and others will be held on May 25th, and June 21st and they all start at 7 PM in Chester. This is when we can have some input early in the process. Call Kelly at 469-5200 for more information. This would be a good time to bring up your "feelings" about Pataki and the recent Orange County Legislators hunting ideas. (I will have to get the same information on the Democrats.)

    3/31/00, Pataki signs away Stewart.

Pataki showed up with other supports and political allies at Steward Airport to sigh away the airport for 99 years.  Protesters were able to show up and the T-HR had pictures showing the protesters with signs.  More info when I get it.

    3/20/00,  A. 6899--C   THE SAFE SCHOOLS/SAFE CHILDREN ACT

The nice sounding bill would, among other things, "enacts the "assault weapon prohibition and licensing act of 2000" which imposes restrictions on the possession and use of assault weapons and ammunition feeding devices used therewith; enacts the children's weapon accident prevention act; requires a weapons safety program for children."  This would be almost a total ban with the few "AW" guns that you would be allowed to keep required to be on a license issued under PL400, (handgun license,) with many restrictions and requirements.  ALL 10+ MAGS. FOR ALL GUNS WOULD BE BANNED!  THIS IS A TOTAL BAN WITH NO GRANDFATHER CLAUSE!  You should call and thanks those who stood with us and ask Cahill what he is thinking about.  The bill passed 111 to 32.

Antigun proposals voted down in the State Senate ---but the battle continues

Yes, last week we were successful in holding back several antigun proposals in the New York State
Senate, however, our opponents have vowed to continue the fight.

Specifically, Democrats made motions to discharge from committee five bills (S.6903, S.6907, S.6908,
S.6909 and S.6912) that dealt fundamentally with the 5 points of Governor Pataki's proposal (S.7033),
however, most contained language much harsher than what the Governor proposed a couple of weeks
    ago.

Essentially, the Democrats made a parliamentary move to try and bring these five Democrat sponsored
bills to a vote on the senate floor and the attempt failed along party lines.

As mentioned these five bills contained generally more restrictive language than the Governor's proposal
and therein lies the basis for the continued fight we will again encounter this week.  Some Republicans in
the Senate still feel it may be politically necessary to pass some gun control.  Hence, the Governor's
proposal, or at least some of it, because of it's less restrictive language may be palatable to some
    Republicans.

For instance, I have been informed by sources in Albany that if passage of the Governor's Five Point Plan
seems unlikely some Senate Republicans may join Senate Democrats to at least pass a semiautomatic ban
and probably a trigger lock bill similar to the Governor's proposal.

Bottom line is this, what usually happens in Albany is whatever the politicians think is politically
expedient.  It's our job to convince them that passage of any gun control is detrimental to their political
    future.

I know this may be getting old for some of you but we must continue the fight!!!  We have only won a
battle, we have not won the war!  You can be assured of one thing your enemies are not giving up and
    they are hoping you will.

Please continue your calls and letters to your State Senator and Senate Majority Leader Joseph Bruno.
Even if you've already called them please call again and if you haven't e-mailed or sent a letter please do
so today.  The only way to stop this push to make New York the most antigun state in the country is with
an intensive all out assault on the switchboards in Albany.

Remember, only a small minority of gun owners or others who believe in freedom receive this email.
Your help is needed to distribute this to others either through cross posting or printing a paper copy and
sharing it with others.  Please pass this on and urge others to contact their Senator and Senate Majority
    Leader Joseph Bruno.

Middletown Mayor decided to buy PC guns.
Middletown mayor has decided to buy S&W only.  That he is willing to sign on AG Spitzer's plan and to spend the taxpayers money on a product that is not as good as the SIGs that Middletown has now is just stupid.

    Cost to convert to S&W
    Gun S&W 410, 40 cal.  $ 500
    Clips $
    50
    Holster $
    150
    Spare parts $
    50
    Training $
    200
    SUB TOTAL $
    950
    * 60 officers  TOTAL $
    57,000

This is just my low ball estimate and cost could be much higher.  (I am not giving any credit for the guns that Middletown has now because it would not be PC to allow them to be sold on the open market.  To remain PC they must be destroyed.  The normal trade-in credit that one would expect when trading in one gun for a new gun would be lost.)
I also hope that the Mayor is going to require that all the police persons turn in their duty gun at the end of the day because Police Departments guns are excluded from all of the PC requirements that the rest of us will have to have and are therefor inherently unsafe by the mayors own definition.  Because of these unsafe guns, the child of the police person will be at higher risk of injury or death because of the lack of those "PC safety" requirements, or so they would want you to believe.  Because of this higher risk, the Police Department should require that each officer turn in their gun at the end of the shift so that the police officer, their children, other family members, neighbors, other visiting children and the community at large are not exposed to these PC unsafe guns.
I also hope that all of the Police Officers are willing to carry a gun that they depend on to save their life and the life of others that is chosen not because it is the best for the departments needs or that it meets the needs and is the best because of cost but because the Mayor, (who I would guess knows very little about guns,) picked it because of politics and because it is PC.

NY State ranked 5 in Hunting licenses in 1998
Of the Top Ten, or "core," hunting states, five showed increases (Texas, Michigan, Wisconsin, Ohio and North Carolina), and five showed decreases (Pennsylvania, New York, Tennessee, Minnesota and Missouri).
Pennsylvania,  had 1,066,032 license holders, a drop of 2 percent.
Texas, had 975,943 license holders, a 3.5 percent increase
    Michigan, had 957,264 license holders, a 1/2 % increase
Wisconsin, which ranks fourth, had sales of 742,669, an increase of 0.4 percent.
Fifth-ranked New York declined by 2 percent to 693,516

     From:  tcaller1@rochester.rr.com (Tim Callery)

In Westchester County, the situation is HOT.  Scott Sommavilla, President of the Westchester County Firearms Owners Association was on News 12 TV and  gave a demo showing gunlocked guns firing.  The County Executive Andrew Spano freaked and made his own demo, whereupon  his own officer screwed up and put the lock on a cocked Glock.  On the video
you can hear the "click" of the firing  pin being struck by the hammer.  This will get even hotter and I will keep  you posted as things develop.

    Federal Juvenile Justice Bill "Deal"
The Federal Juvenile Justice bill is still in conference but some deal has been made.  President Clinton said, (4/12/00,) that a letter had been sent from Henry Hyde and John Conners that some compromise had been reached on the 24 hour gun show NICS check.  I have called several people but it is too early for anyone to know anything  Call Senate Judiciary Chairman Orrin Hatch (R-Utah), Speaker Dennis Hastert (R-Ill.), Majority Leader Dick Armey (R-Texas) and Majority Whip Tom DeLay (R-Texas) and anyone else you can.

US Fish & Wildlife Service Scam
The NRA has reported that millions of your tax dollars that you pay every time you buy ammo or guns are not going where it is suppose to, by law, go.  Instead the money is being diverted animal rights groups and being spent on luxury for Gov. employees and questionable land purchases.  (More information soon.)

    HR 4051 Passes House
4/11/00  HR 4051, Project Exile, Passed the house today by a 358 to 60 vote.  It will provide grants to states that mandate at least 5 year additional years for anyone who uses a gun in a crime or a violent felon who is caught with a gun.  States that apply and are approved will get $10 Million starting in 2001 and then an additional $5 Mill a year till 2005 when the state will get $30 Mill.  The bill still has to pass the Senate and our Attorney General will have to apply and NY State will have to pass the required laws.  Let's see if Clinton signs this common sense gun control legislation.

Quote from Ms. Maxine Waters during the floor debate "What this bill would really do is placate the NRA's demand for a meaningless gun law. Nothing in this bill provides for a mandatory background check, gun locks, or closing the loophole in gun show laws. A minor could go to a gun show and buy a gun, get into a brawl, brandish the gun, and end up with mandatory minimum sentencing and even be tried as an adult at 14 years old. "  (Look under MR.         One of the requirements of the S&W deal is that if you buy two guns you can only pick up one gun one day and you must wait 14 days to pick up the next gun.  In NY all of your guns must be listed on your license and a Judge must approve each gun you buy before you pick it up and it takes 3 to 4 weeks to get all of the paperwork.  How will we be any safer if I have to wait 3 weeks to get a gun and 5 weeks to pick up my second gun?
