STATE OF NEW YORK PISTOL LICENSE AMENDMENT

9 . License: amendment . Elsewhere than in the
city of New York, a person licensed to carry or possess a pistol or revolver
may apply at any time to his licensing officer for amendment of his license
to include one or more such weapons or to cancel weapons held under license
. If granted, a record of the amendment describing the weapons involved
shall be filed by the licensing officer in the executive department, division
of state police, Albany . Notification of any change of residence
shall be made in writing by any licensee within ten days after such change
occurs, and a record of such change shall be inscribed by such licensee
on the reverse side of his license . ...
New York State allows you to make changes to
your license by filing an amendment to your license. This is how
you add or remove firearms from your license, and request changes in your
restrictions and make other requests including for a DUPLICATE
LICENSE. It is very easy to do and it only costs $3.00
per gun to file. You must file an amendment when you buy or sell
a firearm. If you have a gun that accepts barrels of different calibers,
you have to register each barrel. If you have a black powder firearm
and you want to start shooting it, you must file an amendment and have
the firearm added to your license BEFORE you buy the parts that
you need to make it go BANG. Each time you add a new gun to your
license you are given a green slip that
lists the gun by make, model and serial number, and is signed by your
issuing judge. You must carry both your original license and the
amendment listing the gun that you are
carrying. Having your license and not the amendment for the gun
you are carring, is a big NO NO. SEE:WHEN

from one to three weeks to complete a normal amendment transaction.
If you are buying a firearm from an FFL you will be
given a pick up cupon or green slip
that you give to the FFL when you pick up the gun. Make sure that
you give him the correct slip, and not your amendment.
WHAT TO DO.
- Pick up an amendment at the ORANGE COUNTY CLERK'S OFFICE or from
the gun store. (The Pistol Permit Department will mail you
a copy.)
- Return the filled out amendment in duplicate with supporting paperwork,
$3.00 per gun, a self addressed stamped large envelope, and a copy of
you pistol license. (Supporting paper work are things such as
a copy of the bill of sale or deposit, proof of name change, etc., when
required. Ask the Pistol Permit Department.)
- Wait for your mail to come.

- ACQUIRED refers to adding a firearm to your license.
- SURRENDERED, and DISPOSED refers to removing firearms from your license.
- DUPLICATE refers to replacing a lost or stolen, damaged or worn out
license. You are only allowed to have one license at one time.
You are not allowed to have one license that you keep at home and one
that you carry. You must surrender your old license when you pick
up your new license. (After you buy several guns or have
your restrictions changed, you will have a green slip for each amendment.
At a certain point you might file for a duplicate so that all guns or
restriction changes can be consolidated on as few slips as possible.
Many guns can be listed on one slip.)
- OTHER is used to request a change in your restrictions or make other
changes.( NOTE: Normally I have just filled in "Change in restrictions,
see reverse.," and then stated the reason on the blank reverse side
of the application.)
- SUSPENDED, REVOKED AND TRANSFER are for the Pistol Department's use
only.
- DECEASED is for the spouse or administrator of an estate to use to
notify the Pistol Department of a death of the license holder, and how
the registered handguns were disposed of.
FEES: In 2006 the fees were changed so that if you want to add
a gun to your license and you choose to keep the old paper style
license then the fee is only $3 per gun. If you have a plastic license
and you replace it then you have to pay $5 per gun |

OTHER INFORMATION
If you are changing your restrictions, you
might/will get a letter requesting a meeting with your issuing judge.
You are given 10 days after you move within the county to
amend your address on your license. See
Important Information
When you move from one county to another you should
transfer your license to your new county. If you are moving to Orange
County from a county that has a license that must be renewed, call the
Pistol Department to see what you are required to do. Do not wait.
You do not want your license to expire while you are completing the requirements
to obtain an Orange County Issued license.
The administrator of an estate is given 15 days to
transfer firearms to an FFL or to the Sheriff's Department. (Under
normal circumstances, the police will not know and will not come to your
house 16 days after a death to collect the firearms. Everyone knows
that it is unrealistic to even expect that an administrator for an estate
will be appointed in the allowed 15 days. Having the firearms listed
on another license is the easiest way to go if that is possible.
